Phonics instruction is not a complete reading program by itself: Phonics is
simply one part of the total program. Although it is a very important part
of beginning reading programs, it cannot, by itself, guarantee reading success for all students. The benefits of phonics instruction will depend on the
comprehensiveness and effectiveness of the entire literacy curriculum. Nor
is phonics the only way to teach reading. Millions of students have learned
to read with little or no exposure to any phonics.
