An Act Granting Free Tuition Fees to Teachers' Dependents

An Act seeks to exempt up to two dependents of teachers from payment of tuition fees in all state colleges and universities in the country, by way of providing additional incentives so as to make the teaching profession attractive to the country's best and the brightest.

Now, more than ever, there is a need to upgrade the quality of education that we offer our students. A crucial component thereof should be a parallel effort to improve teaching instruction in the country and one of the ways to achieve that is to attract many of the best minds in the country to join the teaching profession.

However, the sad reality is that the present level of teachers' salaries is not competitive, dissuading many of our brilliant minds from committing to teaching or leaving it for greener pastures.

The other reality is financial of our government, and thus, what is practical and realistic are means which tap existing resources (state universities and colleges) so that we could creatively make the teaching profession as attractive as we could under the circumstances.
