A bill that seeks to stop work-related "electronic communications" after office hours has been filed in the House of Representatives.
House Bill 4721, authored by Quezon City Rep. Winston Castelo, aims to amend Presidential Decree No. 442 or the Labor Code of the Philippines, to include provisions on "right to disconnect," or letting employees disregard work-related communications after office hours without fear of reprimand or disciplinary action.
It also obliges employers "to establish the hours when employees are not supposed to send or answer work-related e-mails, texts, or calls," and the conditions and exemptions in line with it, subject to rules provided by the Department of Labor and Employment.
In his explanatory note, Castelo noted that while digital technology allows people "to be constantly connected," it has "detrimental effects on the employees' well-being."
"Studies show that the anticipatory stress and expectations of answering after-hours emails is draining employees, leading to 'burnout' ... caused by a total inability to rest and diminished work-family balance," he said.
He added that such measure will give employees the time to "focus on enriching their personal lives."
"It also calls on employers to enforce company policies that will reduce the pressure to reply after work hours, and help mitigate the negative effects of stress on their employees," he also said.
