Duterte signs law waiving gov't fees for first-time applicants

The Republic Act 11261 also known as the “First Time Job Seekers Assistance Act” was signed into law by President Rodrigo Roa Duterte last April 10, 2019, this is according to Senator Joel Villanueva, the law’s principal author.

This law seeks to provide first-time jobseekers, like the fresh graduates, and also the out-of-school youth the necessary documents required by their employers free of any charge.

To avail the exemption, applicants shall submit a barangay certification as proof that the individual is a first-time jobseeker. The new law covers not only fresh graduates but also out-of-school youth.

To be qualified for this exemption, they will need to provide a certification from their barangays to prove that they are applying for jobs for the first time. 

To clarify, other government fees like application for LET, passport, CSC, driver’s license, and alike are not covered by this law.

Documents to be given to the first-time applicants for free are the following:

> Police clearance certificate
> NBI certificate
> Barangay clearance
> Medical certificate from a public hospital
> Birth certificate
> Marriage certificate
> Transcript of records (TOR) records from state colleges and universities
> Tax Identification Number (TIN)
> Unified Multi-Purpose ID (UMID) card
> Other documentary requirements may still be required by the employer


“Malaking tulong po ang handog nito sa pagbubukas ng panibagong yugto ng ating fresh grads mula sa kanilang matagumpay na pagtatapos sa eskwelahan patungo sa kanilang job hunting,” Sen. Villanueva said.
