Teacher's grade level assignment - DepEd

DepEd Order No. 21, s. 2006 or the Guidelines for the Organization of Classes states that the most competent or most experienced teachers in the school should be assigned in Grades 1 to 3. This is reasonable because teachers in these grade levels should have a long span of patience and should be competent enough to provide the best foundation of education the children deserve.

"Classes in grades I to III, should, not exceed 40 pupils per class in order to keep the teaching-learning process more manageable during these foundation years of schooling. In addition, the most competent and/or most experienced teachers should be assigned to these grade levels, particularly in Grade I," the DepEd order says.
